HOUSING REHABILITATION PROGRAM

 

MOST FREQUENTLY ASKED QUESTIONS

 

Q.  WHO IS ELIGIBLE FOR THE HOUSING REHABILITATION

       PROGRAM?

 

A.  City of Dearborn Heights homeowners who: 1) own and occupy their

     own home 2) meet the income eligibility guidelines listed below and

     3) have no delinquent city or county taxes on the property.

     Amount of equity in the home and credit rating are not considered

       when determining program eligibility.

 

Q.  WHAT ARE THE INCOME ELIGIBILITY GUIDELINES?

 

A.  Total gross annual income for all family members age 18 and older

     must not exceed the following income guidelines:

 

FAMILY SIZE      INCOME    FAMILY SIZE      INCOME

                       1              $39,150            5             $60,400

                       2              $44,750            6             $64,850

                       3              $50,350            7             $69,350

                       4              $55,900            8             $73,800

 

Q.   WHAT IS THE INTEREST RATE FOR THIS LOAN?

 

A.   There is no interest. This is a deferred loan which is payable when

      the home is vacated, sold or re-financed. A lien will be placed on

      the property for the amount of the loan.

 

Q.  WHAT TYPES OF HOME IMPROVEMENTS WILL QUALIFY FOR

      THE HOUSING REHABILITATION PROGRAM?

 

A.  Most home repairs qualify which will bring the home up to applicable

     City of Dearborn Heights building codes. The program is designed to

     correct those items that are old and could be hazardous to the life of

     the occupants such as the safety of the structure, health and welfare

     of the family and energy efficiency.

Here are just a few examples of eligible repairs:

 

  • Roof and gutter replacement
  • Furnace replacement
  • Storm door replacement
  • Window replacement
  • Glass block window installation
  • Plumbing repairs
  • Vinyl siding replacement
  • Hot water heater replacement
  • Driveway, sidewalk, walkway and  porch replacement
  • Bathroom and kitchen repairs
  • Vinyl flooring replacement
  • Electrical service update
  • Sewer repair
  • Insulation

A Pre-Construction Housing Inspection will be made by the Housing Rehabilitation Department to determine the extent of the necessary repairs/rehabilitation. Also, lead testing will be done to establish the amount of lead based paint.

Modernization, new construction and homes requiring "reconstruction" do not qualify for this program.
